On Monday, August 26th, a new law was passed, requiring all public universities and colleges in New York to provide free period products in campus bathrooms.
Governor Kathy Hochul signed the bill into law on Women’s Equality Day to expand women’s health resources across the state.
In March 2023, Senator Michelle Hinchey (D-Saugerties) introduced an amendment to the bill, replacing the term “feminine hygiene” with “menstrual hygiene.” Prior to this amendment, free period products were already provided in public elementary and secondary schools.
Menstrual products are a fundamental health necessity, and no one should be held back in school, work, or life because they can’t afford or access them. I’m incredibly proud that our bill making menstrual products available for free in all SUNY and CUNY restrooms has been signed into law. This legislation is a huge step forward in our fight to end period poverty, reduce financial stress and stigma often surrounding menstruation, and bring us closer to true equity and dignity for people who menstruate.

Along with passing this specific bill, Hochul also signed a bill into law requiring commercial health insurers to cover tattooing as part of breast reconstruction surgery when performed by a physician or healthcare practitioner. According to Hochul, these new laws are a step toward the continued fight for equal rights.
Women have come so far in the fight for equal rights, but there is still more to do. New York will always be a leader in protecting and expanding women’s rights. As the first woman to serve as Governor of this great state, I will continue to champion women’s equality and reproductive healthcare.
