New York Law Mandates Free Menstrual Products in School Restrooms

February 24, 2021

As of 2018, a law stating freely accessible menstrual products must be available to menstruators in middle and high schools across the state of New York is in effect.

In 2018, Governor Cuomo signed a bill into law which requires that menstrual products be freely available to menstruators in need at public schools across the state of New York. The law requires public schools to include freely available menstrual products in bathrooms for grades 6 through 12 in the hopes of reducing missed school time and menstrual accidents.

Congresswoman Grace Meng, a vocal leader of the menstrual movement in New York stated,

“Many women in New York lack access to menstrual products, and for young women, this inequality can cause distraction and worry that may negatively affect their learning experience. By making these essential feminine health products available in schools, we are helping young women become confident, successful adults.”

New York Lieutenant Governor Kathy Hochul has pointed out the importance of recognizing menstruation as a normal bodily function, addressing the negative impact of stigma and inequality. Hochul stated,

“With access to menstrual products in schools, we’re continuing to ensure equality for women and girls in New York… As the school year begins, we’re reminding school districts to make sure that these items are provided to students.”

Article 2, Title 6 of Section 267, which was signed into law by Governor Cuomo on July 1, 2018, offers convenience and menstrual security for nearly 1,126,501 students across 688 school districts simply by making menstrual products free and accessible.
